1 Company Registration and Tax Enrolment
Register a legal entity within the Rostov Region and enrol for tax compliance at the local tax
authority in accordance with the current legislation of the Russian Federation.
Applications must be submitted in person to the Unified Registration Centre – Inter-district
Inspectorate of the Federal Tax Service of Russia No. 26 for the Rostov Region (located at
100/74 Prospect Kirovsky, Rostov-on-Don).
2 Identifying a Land Plot, Ownership Structure, and Permitted Use for the Project

3 Assessing Utility Infrastructure Feasibility for the Proposed Facility
Evaluate the feasibility of connecting the proposed facility to key utility infrastructure
(electricity, gas, water supply, and wastewater management) and assess transport links. This is
conducted in liaison with the landowner and/or utility providers.
4 Securing Land Use Rights
(Leasehold or Freehold Purchase).
5 Designing the Proposed Facility
(Obtaining State or Non-State Expert Evaluation Approval).
6 Connecting the Facility to Utility Infrastructure
Submit applications to the relevant utility providers:
Gas Supply – Gazprom;
Electricity Supply – Rosseti, Donenergo;
Water Supply – Vodokanal, State Unitary Enterprise of the Rostov Region "Water Supply Systems
Development Agency" (URSV), and others.
7 Apply for a Construction Permit
via the Regional Ministry of Construction (for Rostov-on-Don, Bataysk, Aksaysky, Myasnikovsky
districts) or local municipal administrations depending on the land location.
8 Facility Construction
(Liaise and coordinate with contractors during the construction phase).
9 Obtain the official certificate of commissioning and commence manufacturing/operations.
